Hmmmmmmm.
I mean, it would be pretty terrifying to wear a piece of clothing that already had arms in it. Also cramped. So I’m glad they don’t have piece of clothing with arms in it.
Another possible interpretation of this definition is that Superman, Supergirl, and Conjura all wear what we would otherwise call “vests.”
But the wording presented to us does not lead me to think of a “cape” in the traditional sense.
