He certainly looks like he’s being worst right now.

So far The Super Dictionary seems very keen on making Penguin out to be the worst bad guy in this book. He’s the only one who’s played tricks so far!

Maybe they’re just trying to keep kids clear of how the Joker is actually a murderer.
